Job Description

The Agency Instructor I delivers and conducts the course “Responding Effectively to Complex Incidents/MGT-308 as a part of the Homeland Security National Training Program Cooperative Agreement.  Participates in the development, planning and delivery of the Texas A&M Engineering Extension Service’s (TEEX) Responding Effectively to Complex Incidents course. Follows approved curriculum course outlines and timelines and performs all course exercises as explained in the Instructor Guides. Actively participates in the updating and revising of a course as a team member in the curriculum development process and reviews new instructional materials as requested. Maintains records, reports, and documentation of activities during each course delivery. Other duties include classroom and topic preparation, delivery of classes including demonstrating with teaching aids, completing required administrative paperwork, and maintaining technical competence and skills.  May involve traveling to remote locations and providing classroom and field instruction. This position reports to the Training Manager.

 

Required Qualifications:

  • Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience.

  • Five years of experience in a leadership role at the local, state, or federal level in any combination of the following areas: fire, law enforcement, public health, healthcare, emergency medical services, emergency management, public works, public safety, hazardous materials, public information, the military, and/or government administration to include Documented experience in responding to and managing a complex incident using NIMS/ICS principles. (*Seven years of relevant experience with an Associate’s degree or nine years of relevant experience with a high school diploma or GED.)

  • One year of experience in adult education and/or training and a background in training concepts and programs.

 

Required Licenses/Certifications:

  • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.

  • Must have a valid passport or ability to obtain within 180 days of employment.

 

Preferred Qualifications:

  • Bachelor’s Degree from an accredited college or university.  

  • Eight years of experience in a leadership role at the local, state or federal level in any combination of the following areas: fire, law enforcement, public health, healthcare, emergency medical services, emergency management, public works, public safety, hazardous materials, public information, the military, and/or government administration.

  • Experience serving as the Incident Commander, Command or General Staff position at one or more complex incidents.

 

Physical Requirements:

  • Must be able to lift and/or move up to light to moderately weighted objects with or without assistance.

  • Ability to lead instruction and provide effective demonstration of required topics.

  • Ability to communicate clearly both orally and in writing.

  • Ability to use a computer, keyboard, and telephone.

  • Ability to drive a rental car and use commercial aircraft for travel.

 

Knowledge, Skills, and Abilities:

  • Knowledge of adult learning theories and learning styles.

  • Ability to effectively use computers.

  • Ability to use a variety of media to present course material.

  • Excellent small group facilitation and team building skills.

  • Ability to effectively communicate both orally and in writing.

  • Ability to interact with clients and staff positively and professionally.

  • Knowledge of basic office software and instructional programs.

  • Knowledge of principles and methods for teaching and instructing individuals and groups.

  • Knowledge of media production, communication, and dissemination techniques and methods.

  • Skilled in utilizing various learning and active listening strategies.

  • Ability to comprehend and express information and use inductive and deductive reasoning.

  • Standard office equipment: computer, keyboard, multifunctional printer, telephone.

 

Notifications:

  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.

  • This position allows telecommuting per TEEX guidelines.

  • As part of the TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head

 

Essential Duties, Tasks, and Percentages:

 

Training Course Delivery – 75%

  • Responsible for delivering various courses within the Incident Management Programs, with an emphasis on the Responding Effectively to Complex Incidents course. 

  • Prepares course material and classroom.

  • Maintains subject matter expertise on topics of instruction.

  • Presents lessons in a positive manner using adult learning principles.

  • Ensures all aspects of lessons and activities are covered.

  • Participates as a Subject Matter Expert as needed.

  • Assists in course development and review as needed.

  • Travels as needed to conduct training courses as assigned.

  • Ensures all training materials are prepared before class and secured at the completion of class.

  • Follows approved curriculum course outline.

  • Completes required administrative work.

       

Training Documentation – 20%

  • Collects forms at the start of class, ensures students sign the attendance roster.

  • Maintains appropriate student activity documentation.

  • Ensures course evaluations are collected and returned as instructed by program manager.

  • Completes all required course documents in a timely manner.    

 

Fiscal Responsibility – 5%    

  • Submits time sheets, travel forms, and receipts within the required time frame.

  • Completes all required Texas A&M University System training within the requested due dates.

 

Other Requirements

  • Wears appropriate professional attire.

  • Represents Texas A&M Engineering Extension Service (TEEX) in a professional and positive light.

  • Performs other duties as assigned.
